I would like to know their record lifetime when they went head to head.

I have been unable to locate a source for the comparison you have requested.

If you google "head to head comparison for Sandy Koufax vs. Chris Short" there are some references, but not a direct comparison.

I don't know where that information may be available, possibly only through the Dodgers or the Phillies themselves.

Could not locate it on baseball-reference. They have all kinds of individual; and team statistics, but a head to head comparison for pitchers is not one of them.
