I am thinking there are four possible measures that were taken in and around the 30's.
- Night baseball, 1935.
- Started a network of Minor League Teams all around the nation in small town venues.
- Started building larger stadiums in the 20's
- Revived the Negro Leagues
In addition, the emergence of Babe Ruth, Jimmy Fox, Ty Cobb, Lou Gehrig and many, many other big names.
