I don't recall ever hearing that term used in reference to baseball.

Quite possibly it refers to an inning where an error occurs.

It's more than just an error

A "dirty inning" is when nothing goes right for one of the teams --- usually the one on the field playing defense. Typically, there are MULTIPLE errors &/or fielders misread a ball's path and it gets by them &/or two or more go for a ball and collide &/or umpire calls 'favor' the team at bat &/or a defending player is injured and has to be replaced &/or other problems/troubles that aren't tallied as "errors."
