Yes, a signal from the dugout by the coach to either his pitcher or catcher is legal.

This is usually done from the coach to the catcher, catcher relays the sign to the pitcher.

Signals can range from what type of pitch is wanted to location of the pitch, pitch out, or pick off attempt.

It is illegal to use any type of video or photographic equipment in the dugout.

It is also illegal for game officials to use video tape or equipment for the purpose of making calls or rendering decisions.
